I got an apadryva piercing two years ago and had to take it out for the military a year ago … Now I want to have it back and naturally the top hole closed up but the bottom is still open slightly … I was wondering if I can still get it pierced again through the healed scar tissue or if I am out of luck???

You’ll need to have a consultation with your piercer but I see no reason why you wouldn’t be able to do it again. While piercing through scar tissue can be a little more painful it is almost always possible to do.
