Apadravya to Prince Albert

For a few years I wore an apadravya, pierced at 8g and eventually stretched to a 2g. A couple years ago it fell out of work, as this had already happened a few times I just let it run its course. The top hole is closed (with a scar) but the bottom hole is still open. I was wondering if 1) The bottom hole will ever heal completely and 2) If it is reasonable to assume that I could turn what I have into a PA if I wanted?

1. At this point probably not but the possibility still remains.
2. A PA is exactly what you have now.
